RODGER LESTER FRANK

Rodger Lester Frank, 80, of Maumelle, Ark. passed away from pancreatic cancer on Sunday, Sept. 14, 2008.

He was born on his father's farm in Bellville on Sept. 17, 1927.

He joined the R.O.T.C. in high school and worked summers at the Santa Fe Railroad. He graduated from Ball High School in Galveston. He also attended Texas Christian University and the University of Texas at Arlington. He served with the United States Army Air Corps 440 Signal Construction Battalion in World War II and during the occupation of Japan.

He started his civil service career in 1948 with the United States Army Corps of Engineers in Galveston, later relocating to Fort Worth. In 1966, he transferred to the United States Department of Housing and Urban Development, where he held several supervisory positions, including Deputy Director of the Community Planning and Development Division for the Little Rock, Ark. Area Office. He was involved in the federal funding of projects such as the Beaver Water District in Lowell, Ark., the Arkansas Territorial Restoration in Little Rock and the Pinnacle Mountain State Park in Little Rock.

He retired in 1983, after more than 37 years of federal government service.

After his civil service retirement, he took on new careers in real estate and investment counseling.

He then moved to Hot Springs Village, Ark., where he enjoyed fishing and playing golf. Two years ago, he moved to Maumelle, Ark., so he could spend more time with his grandchildren.

His wife of 49 years, Mary Lou Richardson Frank, his parents: Emil H. Frank, Sr., Else Stem Frank, and his brothers: William Frank, Emil H. Frank, Jr., and Leroy Frank, precede him in death.

His daughter, Leslie Ann Frank Epps, his son-in-law, William Allen Epps, his son, Lester Richardson Frank, his daughter-in-law, Paula Michelle Jaworski Frank, his granddaughter, Rachel Marie Frank, his grandson, Eric Michael Frank, his sister, Alpha Grace Frank Barrineau, and his brother, Robert Frank, survive him.

Mr. Frank was a member of the National Association of Retired Federal Employees, Veterans of Foreign Wars, and the American Legion.

Visitation was from 4-6 p.m. on Thursday, Sept. 18, 2008 at North Little Rock Funeral Home in North Little Rock, Ark. A memorial service was held at 2:30 p.m. on Friday, Sept. 19, 2008 at Shepherd of Peace Lutheran Church in Maumelle, Ark. Internment with an honor guard was at 10 a.m. on Saturday, Sept. 20, 2008 at Pine Crest Memorial Park in Alexander, Ark.
